The guy crashed the truck after MM01 spotted him and ran into the desert brush and escaped capture. He is the kind of person who kills people and runs drugs. He's probably a mexican national. And if caught he's deported and the rented van is returned to the dealer then he walks back to to the U.S. to do "rent a van smuggle scam" again. The car dealers are in on it too...
